FreeTranslation.com has a paid service for more specific translations.
With the Spanish language having dialects for every nation or group colonized by Spain, I doubt you will be able to find a free service the translates Dominican Spanish to English. It's like having translation service for all pidgin forms of English (there are hundreds).
